Director Bruce Hoffman testifies before the House Committee on Homeland Security Subcommittee on Oversight, Investigations and Management. He highlights that "rather than the single, monolithic, entity of a decade ago, today there are several al Qaedas, not just one: each of which has different capabilities and presents different, often unique, challenges." As a result, in his view, "countermeasures have to be tailored to the specific conditions and realities" of each group in order to be effective.
